Philemon Ngwenya
Philemon Ngwenya was not a politician, a wealthy businessman, or a public figure with power and protection. He was an ordinary community member from Thembalihle near Vrede who chose to speak openly about corruption linked to the controversial Estina Dairy Project — a project meant to uplift emerging black farmers and local beneficiaries that instead became one of South Africa’s most infamous State Capture scandals.
Ngwenya became known for courageously speaking out about how promised benefits never reached the intended community members. He publicly expressed the frustration and betrayal felt by beneficiaries, reportedly stating that they “didn’t even get R2” from the project despite millions being poured into it.
In October 2018, the 53-year-old whistleblower was found murdered in his shack on Knelvlei Farm outside Vrede. Reports stated that his body had been severely beaten, wrapped in blankets, and positioned to make it appear as though he had died in his sleep. Police opened a murder investigation after family members discovered his body.
His death sent shockwaves through communities connected to the Estina scandal and intensified fears among other beneficiaries and activists who had been demanding accountability. At the time, there were already reports of intimidation, threats, and violence surrounding individuals connected to investigations into the project.
Philemon Ngwenya’s story highlights the immense personal risk whistleblowers face in South Africa. Despite having little institutional protection, he refused to remain silent in the face of corruption and injustice. His bravery helped expose how public resources intended for poor communities were allegedly diverted for political and private enrichment.
Today, Philemon Ngwenya is remembered as a courageous voice for accountability, dignity, and truth — a man who risked everything to demand justice for his community.
