Johann van Loggerenberg is a former senior official at the South African Revenue Service (SARS) who became one of the most prominent voices exposing alleged political interference, institutional sabotage, and misinformation campaigns linked to the weakening of South Africa’s tax administration during the state capture era. A respected tax and enforcement specialist, van Loggerenberg served as Group Executive for Investigations and was closely associated with high-level investigations into tax evasion, illicit financial flows, and organised crime.
Van Loggerenberg became central to public debates surrounding the so-called “rogue unit” narrative — allegations that a covert and unlawful intelligence structure existed within SARS. Subsequent investigations and commissions later found that many of these claims had been exaggerated, manipulated, or unsupported, with critics arguing that the narrative was used to discredit officials involved in sensitive investigations.
After leaving SARS in 2015 amid intense political and media pressure, van Loggerenberg spoke publicly about what he described as efforts to dismantle key enforcement capabilities within the institution. Through interviews, public commentary, and his co-authored book Rogue: The Inside Story of SARS’s Elite Crime-Busting Unit, he detailed allegations of institutional interference and campaigns aimed at undermining accountability structures within the revenue service.
His disclosures contributed to a broader public understanding of how state institutions may have been weakened during the height of state capture. Evidence later presented to the Judicial Commission of Inquiry into Allegations of State Capture supported concerns that SARS had been deliberately destabilised, resulting in significant damage to governance, revenue collection, and public trust.
Van Loggerenberg’s decision to speak out came with considerable personal and professional consequences. He faced reputational attacks, legal scrutiny, and sustained public controversy. Despite this, he continued advocating for institutional integrity, transparency, and the protection of public institutions from political manipulation and corruption.
Today, Johann van Loggerenberg is recognised as an important whistleblower figure in South Africa’s fight against state capture — a former public sector executive who risked his career and reputation to expose alleged misconduct and defend the principles of ethical governance.
